Lieutenant Colonel John E. McKinney served nine years as an enlisted soldier and 24 as an officer.  He was assigned in worldwide positions from Europe to Korea and the U.S.  Serving as an Engineer Officer, he worked at different levels and positions to include Regional Engineer in Puerto Rico and finally retiring as Chief Operations Officer, III Corps Staff Engineer Section, Fort Hood, Tx.  Since retiring, he has been a

SAI in four programs and he served 18 months as the Recruiting Operations Officer at Stephen F. Austin State University's ROTC program.
